Services and Process Types

JSE Associates designs and implements various services/processes to improve relationships, build mutual understanding, and, when needed, lead to more sustainable consensus agreements and advice.

Multiple Stakeholder Processes

Consensus/Agreement Building

  • SERI/R2 Technical Advisory Committee – Electronics recycling companies, customers, auditors, and public interest representatives reviewed and recommend a revised Renewable Recycling (R2) Standard for  electronics recycling &  refurbishing.
  • City of Boulder, Library District Advisory Committee - Residents of the city and the county, businesses, and library district advocates provided consensus recommendations on what a library district should be were the City and County to create a library district, including: boundaries, services, mill levy amount to request from voters, how to transfer assets, and any services to contract from the City. 
  • South Adams County Water and Sanitation District (SACWSD), Water Harness Stakeholder Group – District residents from north and south, neighboring cities, businesses, and  SACWSD representatives reviewed and recommend whether and what type of treatment  facility should be built to address water hardness (scaling and taste) without a significant cost increase.
  • School District 27J Quality Schools Initiate Committee – Parents, teachers, business, and 27J representatives reviewed options and recommend whether to seek a bond and/or mill levy increase.
  • I-70 Preferred Alternative Collaborative Team (PACT) – Federal, state and local agencies, residents, business, advocacy group representatives evaluated and recommend a road  alignment in Denver through a low and minority neighborhood.

Stakeholder Input Groups/Workshops

  • Regional Transit District (RTD) – Fare Study and Equity Analysis, Stakeholder Groups - Three Feedback Panels –Equity, Pass Program, and Jurisdiction– met to provide input on to improve the fare structure, polices and programs could be improved to meet RTD’s study goals or equity, affordability, and simplicity
  • California State University-Channel Islands School of Education Ready-Day-One Rubric – Mentor teachers, County School  Board Commissioners, current & former CSU-CI students, and CSU-CI  faculty provided input on development of a new evaluation for  students to be ready day-one as a teacher.
  • Regional Transit District’s (RTD) Access-a-Ride Advisory Committee – This standing committee of riders of paratransit, and disability advocacy groups provide RTD input on the Access-a-Ride service (vehicles, drivers, reservation system,  reservations).
  • Northeast Climate Science Center (NECSC) – Researchers, public land managers, and academic representatives Set priorities for NECSC science plan and governance and outreach  structure.

Strategic Planning

  • Arapahoe County Strategic Plan – County Commissioners developed a revised strategic direction (vision, mission, goals, objectives, and guiding principles and values), and well as detailed messages about the impact on budgets and actions to achieve the new direction.
  • Commerce City Council Budget Retreats – City Council determined the priority focus for the city and budget for the coming year. (6 yearly retreats)
  • Geothermal Resource Council (GRC) Strategic Planning Process -  Board and staff developed a strategic direction (mission, goals, objectives, and values) and a set of strategies and actions to achieve the direction.

  • I-70 East Preferred Alternative Collaborative Team (PACT) –  Assessed and designed a unique process to convene residents, business, advocacy groups, federal, state  and local representatives evaluated options and recommended a road  alignment and mitigation.
  • Pebble Mine Proposal: Situation Assessment (Alaska) – Over 100 stakeholder and public interviews to assess and recommend a stakeholder and public process during development of the proposed mine design prior to permitting.
  • SH 520 Bridge Replacement Impact Plan, Seattle, WA – Over 70 interviews to assess and recommend the design and convening of the stakeholder consensus building group.
  • Many Organizational Development Processes – Interviews of employees in a department ready for improvement to assess the nature of the  challenges facing the department and recommend a process for the team to address issues and build agreements on improvements - problem-solving agenda and/or training topics.

Public Involvement Processes

  • US85 NEPA Study - Design of public meetings to engage the suburban/rural neighbors in proposed US85 changes.
  • EPA, Office of Resource Conservation and Recovery (ORCR) – Lithium-Ion Battery End-of-Life (EOL) Stakeholder Meeting - Design and facilitation of a meeting to gather input on how to address end-of-life challenges with small/consumer lithium-ion batteries, and how to encourage recycling of small and large lithium-ion batteries (i.e., electronic vehicle batteries).  
  • Sustainable Forestry Initiative (SFI): Standards Review Public Meetings – Public and stakeholder meetings around North American on needs and concerns for revision to the standards for SFI certification.

  • Centennial's Streets at South Glenn Pre-Council review public meeting - Developers meet with over 500 public to provide information and gather input on proposed development plans for the old South Glenn mall...not everyone was happy.
  • Central I-70 – Public meetings on the final draft of the central I-70 preferred lowered option - 4 meetings (30-100 people each).

  • BLM and FS MOU on Geothermal Development - Developed an MOU to improve geothermal permitting process across both agencies.
  • EPA, CDPHE, and USE Army Core of Engineers Collaborative Approaches to Water Supply Permit Evaluations - Agencies discussed and build agreement on how to more smoothly administer NEPA permitting process.
